Caesarea is divided into residential clusters. As of today, there are 12 clusters in Caesarea, each with its own number and name. The clusters are carefully planned, with emphasis on quality of life, environmental quality, and preservation of nature. They include a variety of property types, such as apartments, cottages, private homes, and luxury villas. Some clusters also include mansions. Each cluster is uniquely designed and has its own distinct character.

Cluster 2 – HaHoresh (The Grove Cluster)

One of the oldest clusters in Caesarea, characterized by large plots and a strong sense of privacy. It is highly sought after by those who are looking for the “old classic” Caesarea feel.

The cluster is especially popular due to its proximity to the beach, its spacious homes on generous lots, and the high level of privacy it offers. The streets are named after trees.

Property Types: Mostly private homes and luxury villas, some of them located on the first line to the Aqueduct Beach!

Location & Atmosphere: Considered an upscale and highly desirable cluster thanks to its prime location along the Mediterranean coastline and the Aqueduct Beach.

Cluster 2 is adjacent to Cluster 3, giving residents easy access to parks and various community services.

Cluster 3 – Tzameret Cluster

A mature, green cluster characterized by tall, established trees - true to its name (“Treetops”). The cluster offers a mix of older homes alongside renovated and upgraded properties. It is ideal for those seeking a balance between tranquility, proximity to the sea, and convenient accessibility. The cluster is mainly centered around two primary streets, both named after trees: Dolev and Livne.

Property Types:

A mix of relatively smaller homes on more modest lots, including private houses, semi-detached cottages, terraced/townhouses, and apartments. In recent years, a boutique 4-story apartment complex (called Caesarea Limited Edition - CLE) has also been developed in the cluster.

Cluster 4 – Hahadarim (The Citrus Cluster)

Cluster 4 is one of the most desirable clusters in northern Caesarea. It is a refined, elegant, and established area that many refer to as “Classic Caesarea.” The cluster offers extensive green landscapes, a sense of luxury and tranquility, mature vegetation, and large plots. The streets are named after citrus trees.

Property Types:

Mostly private homes and luxury villas, typically on plots of over 1,000 sqm — with some properties located on the first line to the sea!

Location & Atmosphere:

The cluster enjoys proximity to the Aqueduct Beach and refreshing sea breeze, while also being close to parks, community facilities, and the Ralli Museum, which showcases Latin American art.

Cluster 5 – Haprachim (The Flowers Cluster)

An established and prestigious cluster, and one of the most sought-after areas in northern Caesarea, featuring impressive villas. Most plots here are very large, creating spaciousness and openness between homes, without any sense of density. The cluster is located between Clusters 4 and 6 and is close to the beach. The streets are named after flowers.

Property Types:

Primarily private houses and luxury villas, some renovated or newly built. The cluster is characterized by large plots, often exceeding 1,000 sqm - with some properties situated on the first line to the sea!

Cluster 6 – Hayam (The Sea Cluster)

Cluster 6 is also one of the highly sought-after clusters in northern Caesarea. The cluster is located between Cluster 5 and the western part of Cluster 10. The streets are named after maritime elements.

Cluster 7 – Hatziporim (The Birds Cluster)

Mostly semi-detached houses, along with private homes and luxury villas.

There are no public facilities within the cluster itself.

Cluster 8 – Habicurim (The First Fruits Cluster)

Cluster 8 is considered one of the most pastoral and beloved clusters in Caesarea, thanks to the perfect balance it offers between tranquility, nature, and proximity to all the key lifestyle centers of the town. It is located in the heart of Caesarea, giving it a significant advantage: close to the elementary school and community centers, convenient access to the main transportation routes, and a short distance from the sea.

The cluster is situated on relatively high ground, allowing some of the western plots to enjoy open sea views. The streets are named after the “Seven Species” — the biblical First Fruits of Israel.

Cluster 9 – Haadi (The Jewel Cluster)

Cluster 9 is located in the southwestern part of Caesarea and is considered one of the town’s most prestigious and established clusters, thanks to its large plots, some adjacent to the golf courses and others enjoying stunning, open sea views.

The cluster’s elevated topography brings with it a refreshing sea breeze and a sense of intimacy. It is characterized by luxury villas built on spacious lots of over 1,000 sqm. The streets are named after gemstones.

Cluster 10 – Amaof (The Flight Cluster)

Cluster 11 is located in southwestern Caesarea. It borders Cluster 13 and is close to Cluster 12 and the southern entrances of the town. The atmosphere is calm, homely, and pleasant, offering a balanced sense of privacy alongside a strong community feel. The streets are named after gemstones.

The cluster consists of luxury villas alongside semi-detached homes — a combination that allows families to enter Caesarea at different budget levels, without compromising on the high quality of life the town offers. Cluster 13 is one of the newest, most desirable, and prestigious clusters in Caesarea. The streets are named after celestial elements and the seasons.

Hof Hazahav - Golden Beach Neighborhood

Cluster 1 – Why Is There No Cluster Number 1 in Caesarea?

Cluster 1 does not exist due to historical and planning reasons. In Caesarea’s original development plan, the area designated for cluster 1 was defined as an archaeological preservation zone and an open landscape area adjacent to the ancient city of Caesarea and the sea.

As part of a conscious decision to preserve heritage and protect the natural scenery, it was decided not to develop residential construction there — and therefore the Clusters numbering in Caesarea begins from Cluster 2.
